Found no signs of any leak. Digital meter is not registering gpm, turned in all hose bibs to home and ran for over 10 minutes and nothing changed on meter. Beleive meter to be defective, if that is found not to be the issue, I will return to investigate further. This is county error

Today, I repaired a 1/2" compression angle stop valve under the kitchen sink. The existing valve was leaking due to an improper installation. I used a Ridgid tubing cutter to remove the faulty valve, then installed a new Brasscraft stainless steel 1/4 turn valve with Oatey furnace cement. I performed a system pressure test and inspected remaining fixtures for any other issues.
